Sounds like you have a SCB that has failed, have you contacted the distributor that sold the robot to you? That would be my first step as more than likely the board will need to be replaced. I do not see that error code listed in the service manual for the CB3 series and E-Series does not list a C210A error as anything to do with safety so I would reach out to the distributor.
A fault with a UR10 after startup occurred after restart with the following message C210A2: Setup of Safety Control Board failed: SCB uB is not responding. Robot controller will not boot up nor robot.
